Progress is easiest to recognise when a new system can do something that was previously impossible. Capability is visible and often measurable. A harder question follows: has that capability improved life in a meaningful and durable way?

The answer depends on what progress is expected to include.

Capability is necessary but incomplete

A more powerful tool increases the range of possible action. If it is unreliable, unaffordable or understandable only to specialists, much of that possibility may remain unused.

This suggests a broader set of measures. How many people can access the tool? Can they use it without surrendering unreasonable amounts of privacy or control? Does the system work under ordinary conditions, not only in a demonstration? Can people challenge or leave it?

These questions move evaluation from invention toward lived effect.

Distribution changes the meaning of an average

An average benefit can conceal large differences. A technology may save time overall while transferring risk to a smaller group. It may improve access in cities while making a service harder to reach elsewhere.

Progress should therefore be examined across relevant communities and conditions. The aim is not to demand identical outcomes in every situation. It is to understand who gains, who carries the cost and whether that distribution is defensible.

Durable progress includes maintenance

Some improvements fade because the surrounding system cannot maintain them. Software needs security updates. Infrastructure needs repair. People need training and support as tools change.

Maintenance rarely has the visibility of invention, but it determines whether an improvement remains trustworthy. Measures of progress should include the capacity to operate, repair and eventually retire a system responsibly.

Agency is an outcome

A system can make a process more efficient while reducing the choices available to the people inside it. That may be appropriate for a narrow mechanical task. It is more concerning when the process affects education, work, identity or access to essential services.

Human agency can be measured through practical features: meaningful consent, understandable options, accessible appeal and the ability to complete important tasks without being forced into unnecessary automation.

Progress should measure what technology makes possible and what people are actually able to do with it. Capability begins the story. Access, reliability, distribution, maintenance and agency show whether the story becomes human progress.
